Lesson to government leaders: if you offshore jobs that require smart people, you will soon find that too many smart people are looking elsewhere for a career with a decent wage. When they do, you will lose not only your country's current market position in that industry, but any future innovations in that industry (since innovation = smart/creative people + domain experience + laziness).

IOW, it makes sense to discourage offshoring a particular industry until (a) smartness is no longer required and (b) innovation has subsided.
